B.C. is the only province where the rate of new HIV infections is falling steadily and markedly. B.C. is also the only province that offers highly active anti-retroviral therapy (HAART) free of charge and aggressively promotes its use.?
Coincidence? Not at all.?
New research published in Wednesday?s edition of the medical journal Public Library of Science One shows that for every 10-per-cent increase in the number of HIV-positive patients taking HAART, new HIV diagnoses fell 8 per cent ? pretty close to a perfect correlation.?
These are some of the most compelling data to date demonstrating the soundness of the ?treatment as prevention? theory, an approach conceived at the B.C. Centre for Excellence in HIV-AIDS and now being embraced worldwide.?
Treatment as prevention ? or TaP for short, because in the world of HIV-AIDS, acronyms are de rigueur ? is so successful, from Zimbabwe to Abbotsford, that policy-makers now talk openly about the possibility of freezing the epidemic in its tracks and creating an AIDS-free generation.?
As is too often the case though, Canadians are slow to embrace Canadian innovation.?
Consider that a young man diagnosed today as HIV-positive at age 20 and placed on HAART can expect to live to age 73, a life expectancy near normal.?
By taking a cocktail of medication that suppresses replication of the virus, this man will have little likelihood of passing it on to his sexual partner(s).?
That, of course, is the goal: To stop new infections, in addition to keeping those who are already infected from falling prey to killer opportunistic infections.?
Development of an AIDS vaccine is proving to be bedevilling, so TaP remains the closest thing we have. Of course, it is an adjunct, not a replacement for other preventive actions such as use of condoms and harm-reduction measures like supervised drug injection.?
Treating HIV-positive pregnant women with HAART is nearly 100-per-cent effective in preventing transmission of the AIDS virus to their babies. In discordant couples ? where one partner is infected and the other is not ? infection rates fall 95 per cent if the HIV-positive partner takes HAART. But if treatment as prevention is going to be fully effective, it is essential to get as many HIV-positive people as possible on it.?
For that to happen, two measures are required : Universal testing and free treatment.

Gov. Rick Perry celebrated the ceremonial groundbreaking for the Education Center at the Wall, a result of years of dedication and hard work by the Vietnam Veterans Memorial Fund. There are 3,417 individuals from Texas whose names are on The Wall in Washington, D.C.

"The Education Center at the Wall, built adjacent to the Lincoln Memorial and the Vietnam Veterans Memorial, will compliment the Wall and tell the stories of valor, courage and loss of our veterans," Gov. Perry said. "The Wall ensures we will never forget their names; the Education Center will ensure we never forget their faces or the stories behind their sacrifices."

"The Education Center at The Wall is a place where important values - Duty, Service, Courage, and Integrity - will be celebrated. It is proper that the new veterans, and those now in combat zones, will be honored at this special place," said Jan C. Scruggs, founder and president, Vietnam Veterans Memorial Fund.

The Education Center at The Wall will show the faces and tell the stories of the more than 58,000 individuals whose names are on the Vietnam Veterans Memorial, as well as celebrate the values that are embodied by all of America's service personnel. Among the exhibits at the Center will be The Wall of Faces, displaying images of the 58,282 whose names are memorialized on The Wall. The Center's exhibits will include some of the more than 300,000 personal items left at The Wall by brothers-in-arms, parents, children and other loved ones. It will also feature photos and stories of the fallen in Iraq and Afghanistan.

In 2010, Gov. Perry kicked off the Texas portion of the grassroots campaign for the Education Center at the Wall at the Dallas-Fort Worth National Cemetery.

Getting Rid of Pet Urine Odor in Carpet - Home Ec 101

Dear Home-Ec 101,

I recently officially moved out of my parents house. I was living in a condo while at school, but ?got a house with my fiance, and have been moving a lot of my old stuff from their house into our new home. While I was away at college though, my sister?s cats turned my old room into a cat playground. Unfortunately, this lead to cat hair and urine all over my old clothes. I have been going through and washing everything with vinegar, which has mostly helped with the smell. The only problem I?m having now is that the carpet and the room near the hallway that I sorted through the clothes smells faintly of urine. I can smell it pretty strongly when I walk into the bathroom, though I didn?t ever bring any of those clothes into that room.

Any ideas on what to do?

I?ve vacuumed all the carpet in the area, but the smell is still there.

Sisters, cats, what do you do?

As far as the bathroom, if this is your first time living with a man. . . try wiping around the base of the toilet with an acidic, all-purpose cleaner. Let?s see if that doesn?t solve the urine odor in the bathroom. It?d be nice to blame the cat, but. . . I have my suspicions here. I have a part time job in a pub and yes, we all take turns cleaning the bathrooms. The women?s restrooms do not smell like urine, it?s a guy thing from splashing. Yuck, I know. Clean it up (ask him to clean it?) and carry-on with your day.

As far as the odor in the carpet, your best bet is to get an enzymatic carpet cleaner like Kids N Pets and rent a steam cleaner from the hardware or grocery store. Since the pet was not actually in your home, I doubt that any urine has wicked all the way to the padding. If that were the case, I would highly recommend hiring a professional carpet cleaner as their machines are generally in better condition, with more powerful extractors AND they often guarantee their services.

Just make sure you follow the directions on the steam cleaner AND run a fan, box or oscillating, over the carpet until it is completely dry. You do not want to remove the pet urine odor and replace it with the odor of ?mildew. Bleh.

?Segment buying seems to be growing more unified,? said Bill Guild, Vice President, Product Management and Marketing. ?As all advertisers compete for similar intents during the holiday shopping season, some segments are becoming considerably more expensive while others are dropping in relative cost. This is an opportunity for companies to focus on undiscovered audiences who would be receptive to their respective ads.?

Key findings from the November Audience Cost Calendar focus on topical audience segments, particularly on how the automotive, holiday and vacation travel, and holiday shopping segments trended in October.

October: Automotive related segments

Audiences interested in hybrid and sport cars were in relatively high demand during the month of October, possibly due to high gas prices, while shoppers for SUVs, Minivans, and Crossovers were less costly.

November: Holiday and Vacation Travel related segments

The index shows that consumers got an early start on travel planning as reflected in the overall growth of segment demand from advertisers. Also, vacation packages were sought after, indicating that consumers are already booking trips to their favorite winter and spring vacation destinations.

December: Holiday Shopping related segments

No longer is gift giving season limited to the weeks between Thanksgiving and the Christmas holiday as indicated by the gift giving holidays segment, which jumped in October. Advertiser perception of consumer confidence seems to be positive as pointed out by credit & credit cards segments, which jumped up the chart in October.

Trinidad LNG Cargo Heads to Brazil

Trinidad and Tobago?s Point Fortin LNG terminal shipped a cargo of liquefied natural gas to Brazil today, according to shipping data.

The cargo is being hauled by the 135,423 m3 tanker Madrid Spirit, and it is due to arrive at Brazil?s Pecem LNG terminal on December 10.

Trinidad and Tobago?s Point Fortin terminal is one of the world?s largest producers of liquefied natural gas and the plant consists of four trains.

The plant has a capacity of 15.5 million mt per annum.

LaCie Little Big Disk Thunderbolt (1TB SSD)


The LaCie Little Big Disk Thunderbolt (1TB SSD) ($999 list) is the latest version of the aluminum-clad thoroughbred series of external solid-state drives (SSDs), keeping a single user's data easily accessible at a moment's notice. With its Thunderbolt interface, it's one of the fastest drives we've ever tested, even rivaling a multi-mechanism RAID array costing twice as much. For the deadline-driven user that needed her job done yesterday, the Little Big Disk Thunderbolt (1TB SSD) is the Editor's Choice external drive to buy now.

Design and Features
Like the previous LaCie's Little Big Disk Thunderbolt (240GB SSD) ($899.99 list, 4 stars) , the 1TB SSD version of the Little Big Disk Thunderbolt is a pair of SSD drives installed into a 1.6-by-3.3-by-5.5-inch (HWD) chassis. All the drives in the Little Big Disk line (including the LaCie Little Big Disk Quadra ($450 list, 3.5 stars)) use the same chassis. The Little Big Disk chassis is constructed from aluminum, so the drive will survive the occasional drop in your commute bag. The sides are finned to help with passive cooling, so the tiny, single fan doesn't have to work too hard. That fan pumps out a bit of high-pitched noise, but thankfully the included Thunderbolt cable is long enough that you can put the drive behind your screen or into some other hidey hole. You can install the optional table stand for desktop use, but the drive works equally well without the stand. LaCie designed the Little Big Disk Thunderbolt to be a compact companion to Apple's line of MacBook Pro laptops, as well as Apple's desktop models.

The drive enclosure has two 512GB SATA III SSDs installed, giving you 1TB of combined storage space in RAID 0 (striping) configuration. The drive is set for RAID 0 out of the box. You can set the drive for RAID 1 (mirroring) using OS X's Disk Utility. RAID 1 will copy data to both SSDs simultaneously, giving you an instant backup at the expense of 500GB capacity. The included Thunderbolt cable (a $49 value) lets you plug the drive into any new Mac.

The drive has two Thunderbolt ports on the back (along with the jack for the AC adapter), so you can daisy chain several drives between your Mac and a Thunderbolt Display (or one with Mini DisplayPort). Unfortunately, like the other Little Big Disk drives, the 1TB SSD version is meant to be used on AC power: you can't power the drive solely from the Thunderbolt port, like the Editor's Choice for rugged portable drives, the LaCie Rugged USB 3.0 Thunderbolt (120GB SSD) ($299.99 list, 4.5 stars).

Since you can administer the RAID settings and erase the drive from OS X's Disk Utility, and since the drive is Time Machine compatible out of the box, the drive doesn't need any extra utilites. LaCie still includes a CD with LaCie Backup Assistant and the drive's documentation, plus you can download these files from www.lacie.com if you don't have an optical drive. The drive comes formatted for HFS+ (OS X native), but you can of course reformat the drive exFAT (an extension of FAT that supports 4GB+ files and is both Mac and PC compatible) or NTFS for PCs, provided your PC has a Thunderbolt port. The LaCie Little Big Disk Thunderbolt (1TB SSD) comes with a three-year warranty.

Performance
The LaCie Little Big Disk Thunderbolt (1TB SSD) is a speed demon. There, I've said it. The drive is capable of pushing 620MB/sec read, 380MB/sec write over the Thunderbolt cable, according to our AJA System Test. LaCie says it is capable of even faster performance with more drives daisy chained together. To put this into perspective, the Promise Pegasus R6 ($1,999 list, 3.5 stars) with six spinning hard drives costs twice as much, but manages a competitive 480MBps read, 620 MBps write score. This is astonishing, considering the price tags.

Generally, spinning drives are quicker to write to, but SSDs are quicker to read from. This is seen in the LaCie Rugged USB 3.0 Thunderbolt Series' Thunderbolt scores (379MBps read, 200MBps write using a single SSD) and the Western Digital My Book VelociRaptor Duo (Thunderbolt) (374MBps read, 343MBps write using two 10,000rpm spinning hard drives). The Little Big Disk Thunderbolt (1TB SSD) took only six seconds to copy our standard 1.2GB test folder, the same as the Pegasus R6. All the other drives took as much as three times as long under Thunderbolt.

If you're looking for a semi-portable, semi-rugged drive for your Thunderbolt-equipped Mac or PC, the LaCie Little Big Disk Thunderbolt (1TB SSD) should be at the top of the list (if you can afford it). Users who need to read multiple huge files (like HD videos) will want the Little Big Disk for its capacity and blazing read speeds. Since it's SSD-based storage, you won't have to worry about drive mechanisms wearing out, so it's a perfect drive to hold scientific or graphic libraries that your programs or websites need every second of every day. It'll also make a great work drive, holding both scratch files and the time-sensitive data files (media, graphics, video, database, etc.) you're working on right now. Our last Editors' Choice external hard drive, the IoSafe Solo G3 (1 TB) ($299 direct) won because of its innovative protection scheme and literally bullet-proof chassis. While we don't expect that the Little Big Disk will survive a bullet or fire, it is more rugged than plastic-clad drives, and the Little Big Disk Thunderbolt is one of the fastest drives we've ever tested. For users who need their job done minutes ago, the LaCie Little Big Disk Thunderbolt (1TB SSD) is the one you want.

Court orders new look at health care challenge

WASHINGTON (AP) ? The Supreme Court has revived a Christian college's challenge to President Barack Obama's healthcare overhaul, with the acquiescence of the Obama administration.

The court on Monday ordered the federal appeals court in Richmond, Va., to consider the claim by Liberty University in Lynchburg, Va., that Obama's health care law violates the school's religious freedoms.

A federal district judge rejected Liberty's claims, and the 4th U.S. Circuit Court of Appeals ruled that the lawsuit was premature and never dealt with the substance of the school's arguments. The Supreme Court upheld the health care law in June.

The justices used lawsuits filed by 26 states and the National Federation of Independent Business to uphold the health care law by a 5-4 vote, then rejected all other pending appeals, including Liberty's.

The school made a new filing with the court over the summer to argue that its claims should be fully evaluated in light of the high court decision. The administration said it did not oppose Liberty's request.

Liberty is challenging both the requirement that most individuals obtain health insurance or pay a penalty, and a separate provision requiring many employers to offer health insurance to their workers.

The appeals court could ask the government and the college for new legal briefs to assess the effect of the Supreme Court ruling on Liberty's claims before rendering a decision.

Liberty's case joins dozens of other pending lawsuits over health reform, many involving the requirement that employer insurance plans cover contraception, which are working their way through the federal court system.

The case is Liberty University v. Geithner, 11-438.

Balancing General and Special Education Services - nouss-nouss

Historically, special education services delivery was on a pull-out model. This means that the child was removed from the general education classroom for separate instruction. It may be the child was in a self-contained classroom (all day placement) or in a resource classroom (maximum of half-day placement).

As a result of lawsuits, most districts have shifted from pull-out to inclusion models for everything except speech and language, occupational and/or physical therapy, and specialized assistance for the hearing or visually impaired students. These remain pull-out because the instruction is individualized and intense for short lengths of time, usually 1-3 times per week for 15-30 minutes a session.

In the inclusion model, students receive the same instruction as their general education peers. Sometimes the special education teacher or assistant is in the classroom with the child to assist instruction and/or task completion. Most of the time, the student remains in the general education classroom and is expected to behavior and work as all other students.

Advantages and Disadvantages

Both models of special education services delivery will succeed and fail for different reasons. Some children need the full-day pull-out model because they cannot handle the changes and demands of a general education classroom. They may be able to handle the instructional demands, but their behaviors may be out of control and/or hazardous to them and/or others in the room. They may lack the foundations in reading, writing and/or mathematics to do any work in the general classroom; instructional content is often limited to low-level instruction and work assignments, because the available materials simplify the content.

The partial day pull-out model allows more intensive instruction in targeted subject areas where children need extra assistance or instruction. Since it is only partial day, students mingle the rest of the day with their peers. Unfortunately, their social interactions may be affected, because others often do not understand what special education services are and will tease the students who leave. The ridicule of thoughtless peers affect many who give up hope of ever being in the general education classroom.

Inclusion allows students to receive instruction, especially in upper elementary grades where children learn about science and social studies. While having the advantage of more socially-appropriate interactions among students, inclusion has some drawbacks for instruction. Many children are slower to develop than their peers. They may have language deficiencies or cognitive delays that affect their ability to understand the instruction and do their assignments. Even with adult assistance, the instruction usually is not modified in any way so they understand what they are learning. An example is that, in some states, all students must take physics or chemistry to graduate; these are not appropriate classes for children with mild to severe disabilities.

Inclusion instruction keeps going, no matter whether or not a child is ready for the next level of instruction. Many children end up doing assignments that mean nothing simply to get them out of their face so they can move on. They are not being educated but being housed for the convenience of administrators who make the decisions.

Considerations for Services Delivery

The IEP team, including parents, need to consider many factors when they design the implementation plan: time of day, content instructional periods, services providers' schedules and availability, the child's ability to perform in a group setting (behavior and/or mastery of prerequisite content), level of supports needed for the child to perform, medication schedules, equipment/technology availability, and so on.

In the pull-out model, it is possible for children to receive too many services. They become dependent upon the adults for structuring their world and providing motivation to complete tasks; learning becomes optional. In the inclusion model, it is possible for children to receive too little services. Their ability to understand the content and processes may be limited and there is no "going back" to prerequisite skills that were missed or incompletely mastered. Adult time, room capacity, and schedules impact instruction and work behavior. In either model, the adults' expectations for the students may be low and limit the child's own goals and expectations.

Finding the Right Balance

The goal for receiving special education services should be for the child to develop the skills that will enable him/her to perform in the regular classroom. Keeping a child in a special education setting too long can be just as damaging as removing them from services too early. Just because the child may be eligible does not mean it is in the child's best interest to continue protecting the child. The child must develop an internal awareness of being able to be like others, to receive instruction and complete tasks like others do. The child must develop a work ethic and pride in accomplishment; these are attitudes and skill necessary for him/her to be a productive employee as an adult. Ensuring success is just as damaging as setting a child up for failure.

NYC lifting gas rationing after two weeks

Two weeks after it was instituted due to shortages caused by Superstorm Sandy, New York City's gas rationing system will end at 6 a.m. ET on Saturday, the city announced Friday.

"More than 85 percent of gas stations in the city are now operational and the available supply of gasoline and diesel fuel is only expected to continue to increase," the city said in a press release.

Mayor Michael Bloomberg had ordered the odd-even license plate system after long lines and short tempers at gas stations across the city.


Similar rationing ended earlier in New Jersey and on Long Island.

The city also announced it had coordinated the distribution of 26,500 free Thanksgiving meals to residents impacted by Sandy. Since Sandy, more than 2.7 million meals have been distributed.

"On airplanes, the back edge of the wing is where you get most of the noise," Justin Jaworski, a mathematician at the University of Cambridge in the United Kingdom, told TechNewsDaily. "My work is looking at developing theoretical models to explain trailing-edge noise."

Most recently, he and his colleague Nigel Peake showed, mathematically, that the noise from airplane wings could be reduced tenfold if their designers took a few cues from the feathers that fringe the trailing edge of an owl's wings.?

In their latest research, Jaworski and Peake found that owl wings are especially quiet in part because their trailing-edge feathers are flexible and porous, allowing some air through. Plane wings, of course, are hard and solid. But the pair found that if the edge of a plane's wings were perforated in a particular way, "the theory says you should be able to reduce noise as if there were not an edge there at all," Jaworski said.

Makers of real planes might have a difficult time taking that suggestion. Holes in the wings might reduce a plane's aerodynamics too much for the companies' liking, Jaworski said. Also, flexible trailing edges might flap in the wind, which would also reduce aerodynamics. These are issues that other engineers would work out in later stages of research, Jaworski said. He collaborates with experimental researchers to uncover the engineering trade-offs in his ideas.

In any case, the findings are still in their earliest stages, and it might take two or three years before the ideas for a quieter airplane wing are tested with a small model in a wind tunnel, Jaworski said. After? wind tunnel tests, even more research would go into seeing whether the ideas would be cost-effective in real planes.

Meanwhile, the Cambridge researchers continue to refine their model and study owl wings for further secrets into their quiet flight, Jaworski said.?

On the theory side, the next step is to study other features of owl wings that are not common to noisier flapping birds such as pigeons. "We're really excited about looking at this downy material on top," Jaworski said, referring to a unique, soft covering owl wings have. He said the down covering is difficult to model mathematically, no one has studied it before, and it may be especially important to quiet flight.

Jaworski presented his and Peake's research Nov. 18 in San Diego at a conference hosted by the American Physical Society.
